Aquarium Idea

I'm thinking of setting up a new aquarium for my bedroom. I've had fish in the past, so I have some experience. I already have the tank; I just need the fish, of course. I'm also considering setting up a tank with only plants and no filter since my room gets a lot of natural light. The plants would grow really well, and honestly, I don't enjoy cleaning the tank. I haven't decided yet which fish to get, but I know the tank is 25 liters, so I can only have small fish. The only fish that comes to mind, which would be really cool, are Neon Tetras. They're very beautiful, and I think they would fit perfectly with the idea I have.

Another idea I have is to set up a shrimp-only tank. I've never had a shrimp before, but I think they’re really cool. I might end up doing both—shrimp and Neon Tetras—but I’ll need to do more research on this, as I’ve never tried anything like it before.

I need to think more, but the overall idea is to have a low-maintenance aquarium that only needs occasional water changes and is affordable, since I don't have a lot of money.
